Inland water pollution , piloted by Canada, held an exploratory meeting in summer 1970, and an organizational one in Brussels in March 1971. The study would focus on the St John’s River Basin as a test case of international basins. 140 The Canadians initially (until spring 1972) were generally suspicious of CCMS work, and progress on the study was rather slow. Moreover, at this initial stage of CCMS projects , the pilot countries had to find their way in organizational matters as they went along. As early as autumn 1970, the British noted that the pilot study had ‘run into the sand’. 141 In spring 1971, following the rather unsuccessful organizational meeting in Brussels, the Americans seemed uncertain about what they could contribute or about what the Canadians expected of them. 142 As the US delegation to NATO reported, the Canadians had failed to provide the strong leadership that the other allies had expected:[The Canadians] attempted democratic organization of Steering Committee and Sub-committee structure. Proposal met with dissatisfaction of France and Belgium. They insisted G[overnment] O[f] C[anada] as pilot should determine objectives and programs of value to NATO and call on co-pilot countries, as deemed appropriate, for contribution, discussion and comment. 143
